Arkansas Waterways CommissionJim FrazierJim Frazier of Helena is currently serving as a commissioner for the Arkansas Waterways Commission. He represents the Mississippi River. He was involved in the creation of the Helena-West Helena-Phillips County Port, and continues to be involved in efforts to market and develop the Port. He was a charter member of the Helena-West Helena-Phillips County Port Authority, and has served as president of the Chamber of Commerce and Arkansas Delta Development.
