His term runs until January 14, 2010. Lacy is a native of Newport and graduated from Newport High School. He went on to attend the University of Arkansas at Fayetteville and earned a degree in Agronomy. A retired farmer, Lacy farmed his land in Newport along the White River for 28 years growing rice, wheat, corn, soybeans and milo. He is a member of the Newport Economic Development Commission, the Newport Civil Service Commission and a past member of the Farmers Home Administration.
